We worked with Ecology staff and various stakeholders to develop a new approach
for the rule adoption.  We began with an outreach and education program to help
develop a community vocabulary regarding water policy issues.  
We developed two, fifteen-minute videos, a series of educational newspaper
articles, website content and educational display materials for public forums.  We
then hosted a series of public forums over a period of 18 months.  We also worked
to help develop inter-governmental and stakeholder relationships to develop a
group to work with Ecology to draft the rule.  
In the Dungeness watershed we built upon the work of the on-going and highly
functional watershed planning unit.  We developed a series of newspaper articles
and display ads.  We also developed materials for public forums, advertised and
hosted the forums.

We helped develop a series of posters and brochures to be used at both the
Clallam County Department of Community Development as well as community
events. We developed a brochure for new septic inspection requirements, posters
regarding surface and ground water quality and a new program to integrate
development requirements with health and environmental regulations.  We
developed a poster and a brochure to make these regulations accessible and
understandable for the public.  We then developed a bus ad campaign for water
conservation.
We recently facilitated a multi-stakeholder process to develop a long-term
strategy for marine debris and coastal cleanup activities.  The six month strategic
planning process resulted in the formation of a new partnership, the Washington
Clean Coast Alliance.  
The Washington Clean Coast Alliance included:  Olympic Coast National Marine
Sanctuary (NOAA), Olympic National Park, Washington State Parks, Northwest
Interpretive Association, Surfrider Foundation, and the Grass Root Garbage Gang.

ISE helped the new alliance to complete a five year strategy that included overall
organization and coordination among the alliance members, volunteer coordination,
outreach and communication and funding.  
ISE Consultants co-facilitated the process for the Lead Entity member
organizations to complete a strategic plan and to prioritize projects for funding and
implementation.  This Lead Entity’s geographic scope spans from Cape Flattery to
Sequim Bay.  The plan is responsive to the changing requirements of Endangered
Species Act listings and the objectives of the Puget Sound Partnership.  We
employed a visioning process for development of the group’s strategic plan.
We then helped the group complete a three year implementation work plan.  For
prioritization of activities and projects, we employed a single factor, multi-criteria
weighted average process.  We helped to develop consistent narratives and
priorities for over 120 projects.  
ISE worked with Clallam County to update the
Dungeness River Flood Hazard Mitigation Plan.  ISE
worked in tandem with another consultant to revise the
draft plan and provide recommendations for
programmatic and capital programs to address flood
mitigation and response. ISE Consultants also provided
outreach and educational services including Emergency
Preparedness Education for the Dungeness Watershed.
ISE hosted a public open house and provided materials
on awareness of flood threats and emergency
preparedness.
ISE has provided a variety of professional services to the Land Trust including
facilitation of their Board of Directors annual retreat. The retreat typically includes
evaluation of programs and fine tuning of their strategic plan and programs. ISE
assembled a team of associates from multiple  disciplines in order to complete a
management wildlife corridor plan. I contracted with a landscape architect, a
botanist, a wildlife biologist, a non-motorized transportation planner and an urban
planner to develop this multi‐faceted plan. The Quimper Wildlife Corridor stretches
four miles across the north of the Quimper Peninsula and multiple ownerships and
jurisdictions. ISE Consultants specifically worked with the City of Port Townsend,
Jefferson County Building and Community Development and WA State Dept. of
Natural Resources to incorporate various management objectives into the plan.
Sam served as the Project Coordinator for this seven million dollar restoration effort
for four years for the Jamestown S'Klallam Tribe. Sam worked witha multi-agency
design team to plan restoration activities and worked with private consultants to
finalize designs. Sam also coordinated with partnering agencies and oversaw all
permit actions.  She worked with various agencies including District, U.S. Fish and
Wildlife Service, U.S. Bureau of Indian Affairs, U.S. Army Corps of Engineers,
partnering agencies and oversaw all permit actions.  She worked with various
agencies including Clallam County Board of Commissioners, Clallam County Public
Works, Clallam Conservation administered the construction contracts as well as
worked with the Tribe’s Chief Financial Officer on District, U.S. Fish and Wildlife
Service, U.S. Bureau of Indian Affairs, U.S. Army Corps of Engineers, all grant
reimbursements, grant administration and financial accounting.  WA State
Department of Fish and Wildlife, WA State Department of Transportation, and over
16 funding agencies.  Sam also, served as project inspector for construction of the
project and administered the construction contracts as well as worked with the
Tribe’s Chief Financial Officer on all grant reimbursements, grant administration and
financial accounting.
